What option should local school boards choose?

Senate Bill 1, establishing an "evidence-based model" for K-12 school funding, was sent back to the legislature by Gov. Bruce Rauner as he employed an amendatory veto to remove what he termed a "bailout" for Chicago Public Schools. The General Assembly can override his veto, accept his changes or scrap the bill altogether. In any event, school districts have already missed their first state aid payment of the school year, and could do without state aid for some time if the situation is not resolved. What call should local school board make?
